The
City Council of the City of Marion, South Dakota met in regular session on
Monday, November 7, 2011, at 7:00 p.m. in the meeting room of the City Building
with the following council members present: Brian Burge, Mike Ellefson, Dave
Hughes, Jeff Jeno, Dick Luke and Rick Nelson, together with the Mayor Ron Globke
and Finance Officer Kari Muller.
Also attending the meeting was City Superintendent Dustin Sulzle. City
Engineer Jon Fischer was present from 7:08 p.m. – 7:53 p.m.
Turner County Sheriff’s Deputy John Roman was present from 7:32 p.m.
– 8:09 p.m.
Guests present: Jeremy Thomas, Jessica Thomas.
Absent: none.
Discussion
was held on a zoning matter regarding sub-dividing a lot.
Present for the discussion was Brian Roesler.
Roesler distributed copies of a plat for review.
It was advised the plat will go before the Zoning Board, with a
recommendation then forwarded to the City Council.
City
Engineer Fischer was present and provided an update on the 2009 Utility
Improvement project fixes.
Fischer reported on multiple meetings with the contractor, as well as the
likelihood of a cost share.
Discussion was held on various aspects, including asphalt prices and
project timeframe.
The decision was made to have the necessary work completed next spring.
Fischer was directed to have a letter of agreement drawn up for both
parties to sign.
The
Safe Routes to School program was discussed, with it advised the application
round is now open.
Fischer and Muller provided additional information on the program,
advising the first & most important step is the formation of an SRTS
committee.
Various areas in need of ‘walking paths’ were addressed.
Fischer advised of communities he has worked with on successful
applications.
The decision was made to have Fischer compile some preliminary
information on the matter.
Burge
spoke to the Civil Engineering program at SDSU that provides for students’
senior projects to be done in areas such as water towers.
Discussion was held on the possibility of a project involving the lake at
the city park.
Council approval was given for City Superintendent Sulzle to work with
Burge on the matter.
TC
Sheriff’s Deputy Roman was present and the law enforcement report for October
was distributed and reviewed.
Discussion was held on miscellaneous law enforcement matters, including
alcohol-related offenses and fire department involvement in law enforcement
calls.
Sulzle
provided information on possibly acquiring a tiller, with Council approval given
to pursue the purchase.
Additional information was provided on miscellaneous equipment.
Collision
coverage on city vehicles was reviewed, with changes made as deemed appropriate.
Planting
trees at the city park was addressed, with discussion held on various aspects.
It was advised two electrical pedestals and plug-ins are being put in at
the dugouts.
Follow-up
discussion was held on a proposed program from Addy Disposal for collecting
grass clippings and leaves individually from residents.
It was advised Addy would have residents sign-up for the service.
No additional information was received.
Jeno advised he will follow-up on the matter prior to next spring.
Discussion
was held on landfill hours/use, with the decision made to discontinue summer
hours effective November 14th.
The landfill will be open every Saturday from 11:00am – 3:00pm
following that date.
The hours of operation will be reviewed at the regular December meeting.
The
matter of steel being taken from the landfill was addressed, with no action
taken.
The
Thanksgiving holiday was discussed, with the decision made to remain open on
Friday, November 25th.
Information
was communicated on the nationwide test of the Emergency Alert System to be held
on November 9th.
The
second reading of Ordinance #299 – Voting Wards was held.
Motion was made by Burge, seconded by Ellefson to adopt Ordinance #299.
Motion carried.
Renewal
applications were presented for a Retail On-sale & Sunday liquor license and
a Package Off-sale liquor license for Bud’s Tavern for 2012.
Motion was made by Jeno, seconded by Luke to approve the licenses.
Motion unanimously carried upon roll call vote.
Council
permission was given for Muller to attend the Municipal Election Workshop on
December 8th
in Sioux Falls.
Discussion
was held on miscellaneous street matters, with no action taken.

was made by Ellefson, seconded by Nelson to adjourn at 8:48 p.m.

to the call and the notice thereof, the School Board of the Marion School
District 60-3, Marion, Turner County, SD met in special session on the seventh
day of November, 2011. Call to order was made by President of the School Board,
Peter Preheim, at 6:00 pm.

The
Board held a discussion on athletic coops. Meetings were previously held with
Parker School administrators, and with the Canistota Superintendent and Board
President. Superintendent Adam Shaw shared ADM numbers (according to SDHSAA)
with the Board, as well as sports participation numbers, and other information
regarding a possible athletic coop with the Parker School District.

to the call, and the notice thereof, the School Board of the Marion School
District #60-3, Marion, Turner County, SD, met in special session with the
Parker School Board of Education in Marion, SD on the seventh day of November,
2011. Call to order was made by President of the School Board, Peter Preheim, at
7:00 pm.

School
Board Presidents Peter Preheim and Allen Merrill addressed the crowd and
discussed the purpose of the meeting.
Marion
Superintendent Adam Shaw then presented a Power Point presentation, explaining
information on Marion and Parker enrollments, SDHSAA ADMs, and participation
numbers for each sport.
The
School Board Presidents reviewed how the cooperative talks came about. They also
mentioned that a coop would involve the sports teams, and possibly other
extra-curricular activities. The Board Presidents then discussed various factors
to be decided if a coop is approved, including: location of events, cost splits,
coaching, coop name, mascot, colors, coop start date, and length of contract.
School
Board members then asked questions concerning the deadline for making a
decision, the cost of a coop, how much community support there is for a coop,
and what opportunities there would be for the students if a coop is put in
place.
Questions
and comments were then taken from the audience. Questions included what the cost
would be of transporting students for practice, and if there would be
opportunities taken away from students with larger sports teams. Comments from
the audience included that there are benefits in combining activities between
the two schools; also that there is community support of a coop, and that a coop
could give the schools added opportunities.
School
Board Presidents Peter Preheim and Allen Merrill then thanked the crowd for
coming to the meeting and for supporting their respective school districts.

The
Marion Business & Professional Organization met on Thursday, November 10,
2011 at 12:00 p.m. at the Tieszen Memorial Home with 17 members in attendance.
Businesses present were: Al’s Studio, Central Farmers, City EDC Kari
Muller, CPA Heather Hofer, CPA Chris Johnson, Donlan’s, Getskow Pharmacy,
Marion School, Postmaster Diane Schoenwald, Rex’s Plumbing, Saunders
Chiropractic, Schmidt Country, SEFP, Southeastern Electric, Tieszen Chiropractic
Clinic and Tieszen Memorial Home.
Muller,
Secretary/Treasurer, distributed the October 13th meeting minutes and
a financial report.
Motion was made by Dick Luke, seconded by Diane Schoenwald to approve
both as presented.
Motion carried.
The
2011 Community Christmas Celebration was discussed.
The event will be held on Saturday, December 11th
at the Marion School.
Discussion was held on event advertising.
Information was provided on various matters, including door prizes, work
schedule, vendors, inflatables, youth prizes and donations.
Chad
Allison, Marion School Principal, reported on the joint meeting held with the
Parker School Board on November 7th.
Discussion was held on various aspects of a possible athletic co-op,
including timeframe and name.
Allison advised the school is now on Facebook.
Nancy
Larsen, SEFP facilitator, distributed and reviewed her monthly facilitator
report.
Larsen has worked with six clients in October, has four individuals
seeking funding and four pending 1st & 2nd Dollar of
Profit presentations.
Additional information was provided on seminars attended and the upcoming
Regional Career Fair.
Information
was provided on and invitations to participate were extended to the Tieszen
Memorial Home’s “Festival of Trees”.
The event takes place in the community room of the assisted living
center.
Muller
provided information on the Safe Routes To School program, advising of the
city’s intent to submit an application for the current round of funding.
Muller spoke to the importance of establishing an SRTS committee as part
of the project.
The next meeting will be at 12:00 p.m. on December 8, 2011 at the Tieszen Memorial Home.

by Shannon Luke, second by Langerock to approve the following claims against the
District for the month of November, and then to approve checks to be issued in

Diane
Engbrecht came before the Board to ask why there was not a pep-rally for the
Marion versus Freeman District Volleyball match.
Stephanie
Haiar gave the Student Report. She mentioned some positive efforts of boosting
school spirit, including posters and audience participation by the students at
sporting events.
There
were no Teacher Reports.
School
Board President Peter Preheim discussed the “Did You Know” column in the
Marion Record, an ASBSD Negotiations training session, and also recognized
National Education Week (Nov. 14-18).
Aaron
Thompson gave the Business Manager report. He informed the Board on the upcoming
2010/2011 financial audit, Special Education Maintenance of Effort, and the cost
of an athletic coop versus individual school sports.
Chad
Allison gave the Secondary Principal report. He gave updates on Students of the
Month, ASVAB testing, professional meetings, “Common Core” standards,
ticket-takers needed at sporting events, a Counselor link on the Marion School
website, and ACT test preparations.
Adam
Shaw gave the Superintendent report. He informed the Board on professional
development, 8th grade technology literacy, “Write to Learn,” an
upcoming Title I / REAP desk audit, facility updates, and the special School
Board meeting with Julie Ertz of ASBSD.
Action
11/12-51: Roof Repairs
– On motion by Shannon Luke, second by Bartscher to seek bids to replace the
New Gym Roof, using the Rock Ballast option. Motion carried.
The School Board put together a SWOT analysis for an activities coop. They discussed the strengths, weaknesses, opportunities and threats of an activities coop between the Marion and Parker school districts.
The Board then discussed what direction they should go in pursuing a coop. The consensus of the Board was to continue their talks with the Parker School District in regards to an activities coop, with the possibility of starting a coop for the 2012/2013 winter sports season.Resolution
11/12-52: Approve School Policies
– Let it be hereby resolved that on motion by Langerock, second by Josh Luke
to approve the following policies as presented to the Marion School Board of
Education: Policy DJG (Vendor Relations); Policy DN (Surplus Property Disposal);
Policy DJEA (Bidding Procedures – Deposit and Performance Bonds); Policy DJE
(Bidding Procedures – Soliciting Prices); Policy DFAB (Fund Balance and
Carryover Funds); Policy DGD & DGD-R (Credit Card Use & Regulations). A
copy of the policies will be kept on file in the Business Office and on the
Marion School website. Motion carried.
The
Board of Education recognized the first readings of the following policies:
Policy JFB (Open Enrollment); Policy JLC (Student Health); Policy JLCC &
JLCC-R (Student Communicable Diseases); Policy JLCD, JLCD-E, & JLCD-R
(Medications).
Action
11/12-53: School Policy Amendments –
On motion by Shannon Luke, second by Bartscher to amend the following policies
as presented to the Board: S-9 & S-13 to JKD & JKD-R (Suspension/
Expulsion of Students); S-12 to JIA (Student Due Process). A copy of these
amended policies will be available to the public in the Business Office and on
the Marion School website. Motion carried.
Action
11/12-54: Amend Contract
– On motion by Langerock, second by Shannon Luke to amend Tim Russell’s
contract as Special Education Driver to $7,997.00 for the remainder of the
2011/2012 school year. Motion carried.
Action
11/12-55: Approve Contract
– On motion by Langerock, second by Bartscher to approve John Kippes’
contract as Asst. Boys Basketball Coach for the 2011/2012 school year in the
amount of $1,385.00. Motion carried.

11/12-56: Personnel Matters
– On motion by Langerock, second by Josh Luke to go into executive session for
the purpose of Personnel Matters (Superintendent Evaluation) at 8:53 pm. Motion

MARION COMMUNITY CHRISTMAS CELEBRATION This year’s Community Christmas Celebration is fast approaching! The festive, fun-filled event will be held on Saturday, December 10th at the Marion School. A free soup and hot dog lunch will be served from 11:30 a.m. – 1:30 p.m. in the old gym. Featured on the stage will be Jon & Queena Getskow & family, entertaining the crowd with holiday musical selections. Vendor booths will set up in the new gym. The variety of vendors not only showcases local talent, but also offers up an array of items to help you with your Christmas shopping. Vendors include Avon, thirty-one, Celebrating Home, Scentsy, Tastefully Simple, crafts, jewelry, baked goods & more.Featured in the new gym are the ever-popular inflatable bounce houses, slide and obstacle course, offering up a bouncing load of FUN for kids of all ages! Santa Claus will be helping us celebrate as well. In addition to gifting the children with presents, Santa will be ready and waiting to take pictures with the kids. Santa pictures will be offered for $1.00 each, with Al’s Studio taking the pictures. Drawing for prizes donated by our local businesses will begin at 1:00 p.m. in the old gym. Drawings will be held for both adults and youth. Sign up will be at the door the day of the event and you must be present to claim your prize (limit of one prize per person). Over 80 prizes were given away last year! A complete listing of prizes to be drawn for will be in the December 8th Marion Record. We welcome all to Marion’s Community Christmas Celebration on Saturday, December 10th. Hope to see you there!! Please note - the celebration will be held on the scheduled date regardless of the weather. |
